2019 Proposed House Ways & Means Budget Released (Part Two)

Yesterday the proposed 2019 House Ways and Means Budget was released. This is the second step in the Commonwealth’s budget process.

As we mentioned in Part One, the proposed House budget level funds the Mass Cultural Council and for the most part seems to echo the funding in the Governor’s proposed budget. There is no change Commonwealth’s Film Tax Credit program. There was also no change in the Tourism Trust Fund which means that the State’s Regional Tourism Councils were level funded.

Amendments to the proposed House budget will need to be filed by the end of this week. MALC will post key amendments to the budget and what you can do to help support them.

MALC follows several line items in the State budget.  In this post we will highlight funding for the libraries.

Key Budget Line Items:

7000-9101 For the operation of the board of library commissioners
……………………………… $1,275,000  (This is an increase, the Governor’s proposed funding at $1,088,204) 

7000-9401 for State Aid to Regional Libraries ……$10,082,140  (Same as the Governor’s proposed)

7000-9501 Public Libraries Local Aid….$9,090,000  (slightly less than the Governor’s funding at l$9,180,900)

7000-9506 For the technology and automated resource sharing networks…………………….. $2,115,928  (Same as the Governor’s proposed))
Missing line item- 7000-9508 Center for the talking book – (Which mean there is no funding in the House Ways and Means Budget for this Center. The Governor level funded it at $200,000)
