Advocacy Alert: Oppose H.3978
Last week Governor Baker filed a new bill, H.3978, that would cripple the film & television production incentive in Massachusetts.
The Governor’s proposal places a per-production cap that would make Massachusetts unable to attract major motion pictures and television production to the state.
The film and television tax credit has made Massachusetts a leading filmmaking destination, supporting thousands of local families and countless small businesses in cities and towns across the state.
Recent films such as Joy, The Judge, The Finest Hours, American Hustle, Ghostbusters, and many others would not have come to Massachusetts if this bill was in place.
Last year was a strong year for production in Massachusetts, but the Governor’s proposal would cripple our dynamic and growing industry, send these good-paying local jobs to competing states, and Massachusetts families would be forced to follow. It would not be possible to sustain and grow the industry Massachusetts has developed under this proposal.

Bill H.3978 has been referred to the Joint Committee on Economic Development and Emerging Technologies. We will keep you posted on direct lobbying and grassroots initiatives everyone can engage in through the state budget process, and cycle of H.3978, to help keep film jobs in Massachusetts.
Last year, thousands of Massachusetts residents contacted their legislators to speak in support of keeping the film and television incentive in our state.
