The IRS is proposing that nonprofit charities file an additional return for those making contributions of $250 or more that would include donor information along with their Social Security numbers.

More than two hundred nonprofits voiced opposition to the proposal, citing overhead costs for the purchase and maintenance of data security systems, increased general administrative costs and a significant disincentive for donors to contribute.
