MA House Ways & Means Budget 2020 (Part Two)

Yesterday the proposed 2020 House Ways and Means Budget was released. This is the second step in the Commonwealth’s budget process.

As we mentioned in Part One, the proposed House budget level funds the Mass Cultural Council and, for the most part, seems to echo the funding in the Governor’s proposed budget.

Amendments to the proposed House budget will need to be filed by the end of this week. We will post key amendments to the budget and what you can do to help support them.

MALC follows several line items in the State budget.  In this post we highlight funding for the libraries. (more…)

MA House Ways & Means Proposed Budget 2020 (Part One)

Today the proposed 2020 House Ways and Means Budget was released. This is the second step in the Commonwealth’s budget process. The first step was the release of the Governor’s budget in January 2019.

The proposed House budget for the Mass Cultural Council, for the most part, seems to echo the funding in the Governor’s proposed budget. It should be noted, however, there is some new language* in the House Budget concerning the MCC’s appropriation. MALC posted the MCC’s press release on the House Budget.

Amendments to the proposed House budget will need to be filed by the end of this week. We will post key amendments to the budget and what you can do to help support them.

MA House Committee Proposes $533K Budget Increase for Arts, Humanities, & Sciences

Today the House Committee on Ways and Means released a state budget proposal for the coming fiscal year that calls for investing $16.6 million in the arts, humanities, and sciences through the Mass Cultural Council.

The House Ways & Means Committee’s proposal would add $533,000 for arts and cultural funding in Fiscal Year 2020, which begins July 1. The plan also includes provisions to strengthen Mass Cultural Council’s recent efforts to make its budget and spending more transparent to the public and its partner state agencies. (more…)

Songwriters / Music Publishers Receive 44% Streaming Rate Increase – Spotify, Google, etc., File Suit

In February of this year, the U.S. Copyright Royalty Board granted songwriters and music publishers a top line 44% increase in revenue sharing (via mechanical royalty rates) with steaming services like Spotify, Pandora, Google, etc.

“The baseline statutory royalty rate for using musical works in interactive streaming will rise 44% by 2022, but the improvements in this determination go beyond just that. Just as importantly, the new royalty rate structure offers more protection against royalty dilution”. ~Benjamin Semel for the National Music Publishers Association
