{"id":4431,"date":"2015-03-06T16:01:04","date_gmt":"2015-03-06T21:01:04","guid":{"rendered":"http:\/\/artistsunderthedome.org\/malc\/?p=4431"},"modified":"2015-03-06T16:01:04","modified_gmt":"2015-03-06T21:01:04","slug":"an-important-update-on-net-neutrality-from-the-americans-for-the-arts","status":"publish","type":"post","link":"http:\/\/artistsunderthedome.org\/malc\/news\/an-important-update-on-net-neutrality-from-the-americans-for-the-arts\/","title":{"rendered":"An important update on net neutrality from the Americans for the Arts"},"content":{"rendered":"<h2>Net Neutrality and the Arts<\/h2>\n<p>(via <a href=\"http:\/\/www.americansforthearts.org\">Arts Action News<\/a>)<\/p>\n<p>Dear Arts Advocate:<\/p>\n<p>We want to keep you updated on last week&#8217;s widely anticipated net neutrality ruling at the Federal Communications Commission (FCC) and what it means for artists and arts organizations.<\/p>\n<p><b>What is &#8220;net neutrality?&#8221;<\/b><\/p>\n<p>It&#8217;s the idea that your Internet service provider (ISP), like Verizon or Comcast, doesn&#8217;t discriminate when it comes to Internet traffic-meaning throttling or blocking legal content that you want to access or share. A company also can&#8217;t pay your ISP to speed up service for certain sites.<\/p>\n<p>A lot is at stake. At the heart of the issue is how to ensure an open Internet that preserves everyone&#8217;s ability to communicate freely online to learn, engage, express themselves, innovate, and be entrepreneurial. The open architecture of the Internet has created unprecedented opportunities for artists, cultural organizations, and entrepreneurs.<\/p>\n<p><b>How did we get here?<\/b><\/p>\n<p><a href=\"http:\/\/apps.fcc.gov\/ecfs\/comment\/view?z=2hbq0&amp;id=6017896665\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-4432\" src=\"http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/Art-Action-FCC.png\" alt=\"Art Action FCC\" width=\"370\" height=\"479\" srcset=\"http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/Art-Action-FCC.png 370w, http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/Art-Action-FCC-80x104.png 80w, http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/Art-Action-FCC-232x300.png 232w\" sizes=\"auto, (max-width: 370px) 100vw, 370px\" \/><\/a>As you know, we have been tracking developments. <a href=\"http:\/\/www.americansforthearts.org\/news-room\/legislative-news\/with-creativity-expression-in-dispute-fcc-opens-comment-period-on-net-neutrality\">In July, we encouraged arts advocates to take action\u00a0and submit a comment to the FCC<\/a>. We took our own advice and were one of the more than 4 million Americans who submitted <a href=\"http:\/\/apps.fcc.gov\/ecfs\/comment\/view?z=2hbq0&amp;id=6017896665\">comments<\/a> to the FCC as they were considering\u00a0what to do\u00a0in light of the lawsuit that threw out the previous net neutrality rule. The topic was prominent during some of our arts &amp; technology national policy roundtables and emerged as a clear grassroots movement &#8211; boosted further by John Oliver&#8217;s amusing <a href=\"https:\/\/www.youtube.com\/watch?v=fpbOEoRrHyU\">coverage<\/a> of the topic.<\/p>\n<p>For several years, net neutrality concerns have been a part of our <a href=\"http:\/\/www.americansforthearts.org\/sites\/default\/files\/pdf\/2014\/events\/AAD\/congressional_handbook\/NetNeutrality2014_FINAL.pdf\">annual message to Congress<\/a>, as part of Arts Advocacy Day. Moreover, in the days right before last week&#8217;s FCC ruling, <a href=\"http:\/\/www.futureofmusic.org\/press\/press-releases\">more than 85 artists<\/a>, organized by the\u00a0Future of Music Coalition, weighed in showing support for the FCC Chairman&#8217;s anticipated plan, including members of <b>R.E.M.<\/b>, <b>Aerosmith&#8217;s<\/b> <b>Joe Perry<\/b>, and <b>OK Go<\/b>. Artists also united together before there even was an official public comment period, including <b>Eddie Vedder<\/b>, <b>Michael Stipe<\/b>, <b>Neko Case<\/b>, <b>Erin McKeown,<\/b> <b>Fugazi<\/b>, <b>Mark Ruffalo <\/b>and <b>Evangeline Lilly,<\/b> who wrote to support protecting the open Internet as a vehicle for free expression\u00a0and \u00a0collaboration.<\/p>\n<p><b>Last week&#8217;s ruling<\/b><\/p>\n<p>In a widely anticipated ruling on February 26, the FCC ruled &#8211; <i>in a split (3-2) vote and along party lines <\/i>&#8211; to reclassify broadband as a utility, which would give the commission more regulatory power over Internet providers. It would be regulated like your water or electricity. Here is an <a href=\"http:\/\/transition.fcc.gov\/Daily_Releases\/Daily_Business\/2015\/db0204\/DOC-331869A1.pdf\">FCC fact sheet<\/a>.<\/p>\n<p><b>What happens now?<\/b><\/p>\n<p>As mentioned, the FCC vote was divisive and has resulted in some members of Congress looking for a legislative solution. Sen. John Thune (R-SD) and Reps. Fred Upton (R-MI) and Greg Walden (R-OR) are working on their own alternative plan for net-neutrality policy. Members of the U.S. House Judiciary Committee also have <a href=\"https:\/\/s3.amazonaws.com\/s3.documentcloud.org\/documents\/1678860\/h-judic-cmte-letter-to-fcc-2-26-15.pdf\">penned sharp opposition<\/a> to the FCC rule. Legal action is expected. Plus, there are different opinions on whether new <a href=\"http:\/\/www.politifact.com\/truth-o-meter\/statements\/2015\/feb\/26\/mike-lee\/effect-net-neutrality-rules-taxes-uncertain\/\">state and local fees<\/a> might come to your service bills.<\/p>\n<p><a href=\"http:\/\/www.americansforthearts.org\/events\/arts-advocacy-day\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4183 \" src=\"http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/arts-advocacy-day-231x300.png\" alt=\"arts advocacy day logo\" width=\"156\" height=\"202\" srcset=\"http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/arts-advocacy-day-231x300.png 231w, http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/arts-advocacy-day-80x103.png 80w, http:\/\/artistsunderthedome.org\/malc\/wp-content\/uploads\/arts-advocacy-day.png 255w\" sizes=\"auto, (max-width: 156px) 100vw, 156px\" \/><\/a>On <a href=\"http:\/\/www.americansforthearts.org\/events\/arts-advocacy-day\"><b>Arts Advocacy Day<\/b><\/a> &#8211; March 24th, Americans for the Arts, along with 85\u00a0national cosponsors and 400+ arts\u00a0advocates will share their message of support for net neutrality with members of Congress.
