Lesser\u2019s amendment <\/span><b>315 \u201cMassachusetts Cultural Council\u201d<\/b><span style=\"font-weight: 400;\">\u00a0for MCC funding. This amendment corresponds to <\/span><b>line item 0640-0300<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/315\/Text\"><span style=\"font-weight: 400;\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/315\/Text<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The Senate budget proposal set MCC funding at $13,000,000 (now at $15,000,000). The final House FY2017 budget funded the MCC at $12,189,000.<\/span><\/p>\n<p><b>MOTT &amp; RTC \u00a0Amendments<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Massachusetts Office of Travel and Tourism (MOTT) and the Regional Tourism Council (RTC) are a vital part of our state\u2019s economy. They promote our state globally as a tourist destination. The MA Film office is funded under MOTT. There are 3 amendments MALC supports: <\/span><\/p>\n<ul>\n<li><b>Amendment 696 \u201cMassachusetts Office of Travel and Tourism\u201d<\/b><span style=\"font-weight: 400;\"> boosts MOTT funding from<\/span><span style=\"font-weight: 400;\">$343,666 a little more than $2.8 million. It corresponds to <\/span><b style=\"line-height: 1.5;\">line item 7008-0900<\/b><span style=\"font-weight: 400;\">:<\/span><br \/>\n<a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/696\/Text\"><span style=\"font-weight: 400;\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/696\/Text<\/span><\/a><\/li>\n<li><b>Amendment 821 \u201cRegional Tourism Councils\u201d<\/b><span style=\"font-weight: 400;\"> \u00a0authorizes RTCs to spend up to 20 percent of their funding on administrative services. It corresponds to <\/span><b>line item 7008-0900<\/b><span style=\"font-weight: 400;\">.<\/span><br \/>\n<a style=\"line-height: 1.5;\" href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/821\/Text\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/821\/Text<\/a><\/li>\n<li><b>Amendment 823 \u201cRegional Tourism Councils Funding Allocation\u201d<\/b><span style=\"font-weight: 400;\"> further authorizes fiscal assistance to RTCs. It corresponds to <\/span><b>line item 7008-0900<\/b><span style=\"font-weight: 400;\"> \u00a0<\/span><br \/>\n<a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/823\/Text\"><span style=\"font-weight: 400;\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/823\/Text<\/span><\/a><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The senate also created a new Outside Section regarding MOTT funding that establishes a funding mechanism for MOTT and the RTC\u2019s that would amount to almost $10 million. \u00a0<\/span><\/p>\n<p><b>Here is the outside section language for MOTT:<\/b><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">SECTION 24. Chapter 23A of the General Laws is hereby amended by striking out section 13T, inserted by section 27 of chapter 287 of the acts of 2014, and inserting in place thereof the following section:-<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">Section 13T<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(a) There shall be a Massachusetts Tourism Trust Fund which shall be administered by the Massachusetts marketing partnership established in section 13A and held by the partnership separate and apart from its other funds. There shall be credited to the fund $10,000,000 from the room occupancy excise imposed by section 3 of chapter 64G and section 22 of chapter 546 of the acts of 1969.<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(b) There shall also be credited to the fund all revenue as designated under the Gaming Revenue Fund pursuant to subclause (b) of clause (2) of section 59 of chapter 23K.<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(c) All available money in the fund that is unexpended at the end of each fiscal year shall not revert to the General Fund and shall be available for expenditure by the fund in the subsequent fiscal year.<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(d) Money in the fund shall be applied as follows:<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(i) 40 per cent to the Massachusetts marketing partnership; and<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(ii) 60 per cent to regional tourism councils.<\/span><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"font-weight: 400;\">(e) The partnership shall submit an annual report not later than December 31 on the cost-effectiveness of the fund to the clerks of the senate and house of representatives and the joint committee on tourism, arts and cultural development. The report shall be made available on the office of travel and tourism\u2019s website. The report shall include: (i) expenditures made by the partnership from money out of the fund to promote tourism; (ii) expenditures made by the partnership for administrative costs; (iii) expenditures made by the regional tourism councils to promote tourism; and (iv) expenditures made by the regional tourism councils for administrative costs.<\/span><\/p>\n<p><b>Library Amendments <\/b><\/p>\n<p><span style=\"font-weight: 400;\">The state\u2019s library system is crucial to providing intellectual resources to all residents, especially economically disadvantaged individuals. There are 4 amendments MALC supports: \u00a0<\/span><\/p>\n<ul>\n<li><b>Amendment 274 \u201cCenter for the Book\u201d<\/b><span style=\"font-weight: 400;\"> ensures the Center for the Book organization continues its work as a public-private partnership. It corresponds to <\/span><b>line item 7000-9506<\/b><br \/>\n<a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/274\/Text\"><span style=\"font-weight: 400;\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/274\/Text<\/span><\/a><\/li>\n<li><b>Amendment 285 \u201cBoard of Library Commissioners\u201d <\/b><span style=\"font-weight: 400;\">boosts board funding by a little over $77,000. It corresponds to <\/span><b>line item 7000-9101<\/b><span style=\"font-weight: 400;\">. <\/span><br \/>\n<a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/285\/Text\"><span style=\"font-weight: 400;\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/285\/Text<\/span><\/a><\/li>\n<li><b>Amendment 286 \u201cLibrary Technology and Resource Sharing\u201d <\/b><span style=\"font-weight: 400;\">boosts library funding from $2.3 million to $2.7 million. It corresponds to <strong>line item 7000-9506<\/strong><\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/286\/Text\"><span style=\"font-weight: 400;\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/286\/Text<\/span><\/a><\/li>\n<li><strong>Amendment 309 &#8220;Library for the Commonwealth&#8221;\u00a0<\/strong>funds the Massachusetts Library System (MLS), which is headquartered in Marlboro and Northampton, and the Library for the Commonwealth (LFC) at the Boston Public Library.\u00a0Together, they provide statewide library services that are an integral part of the library resource sharing across Massachusetts. The request for this MBLC line of $10,940,475 in Senate amendment number 309 addresses the funding needs of MLS and LFC so that each organization can maintain their current services and support to the libraries in the Commonwealth and the residents they serve.It corresponds to <strong>line item 7000-9401<br \/>\n<\/strong><a href=\"https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/309\/Text\" target=\"_blank\">https:\/\/malegislature.gov\/Bills\/189\/Senate\/S4\/Amendment\/Senate\/309\/Text<\/a><\/li>\n<\/ul>\n<p><b>Film Tax Credit Program<\/b><\/p>\n<p><span style=\"font-weight: 400;\">MALC strongly supports the state\u2019s film tax credit program. We have joined with groups throughout the state, such as the Massachusetts Production Coalition (MPC), to defend the program from an onslaught of attacks during the past few years. The current Senate budget proposal contains no language aimed at weakening or destroying the program.
