{"id":7092,"date":"2017-04-20T08:00:39","date_gmt":"2017-04-20T12:00:39","guid":{"rendered":"http:\/\/artistsunderthedome.org\/malc\/?p=7092"},"modified":"2017-04-19T20:52:51","modified_gmt":"2017-04-20T00:52:51","slug":"create-act-re-introduced-115th-congress","status":"publish","type":"post","link":"http:\/\/artistsunderthedome.org\/malc\/legislation\/create-act-re-introduced-115th-congress\/","title":{"rendered":"CREATE Act Re-Introduced in 115th Congress"},"content":{"rendered":"<p>On March 21, 2017, Arts Advocacy Day,\u00a0<a href=\"http:\/\/www.americansforthearts.org\">Americans for the Arts<\/a> announced the re-introduction of the <em><a href=\"http:\/\/www.americansforthearts.org\/news-room\/legislative-news\/sen-tom-udall-d-nm-introduces-create-act-to-support-the-creative-economy\">Comprehensive Resources for Entrepreneurs in the Arts to Transform the Economy (CREATE) Act<\/a>\u00a0<\/em>whose programs will serve to help\u00a0the creative economy prosper in every form that impacts\u00a0our culture.<\/p>\n<p><a href=\"http:\/\/www.tomudall.senate.gov\/news\/press-releases\/udall-dingell-introduce-create-act-to-stimulate-arts-businesses-jobs-in-the-creative-economy\">Senator Tom Udall (D-NM)<\/a> re-introduced <strong>S.661 <\/strong>in the Senate, and <a href=\"http:\/\/debbiedingell.house.gov\/media-center\/press-releases\/dingell-udall-introduce-create-act-boost-jobs-arts-businesses-creative\">Representative Debbie Dingell (D-MN)<\/a> introduced the companion bill, <strong>H.R. 1649<\/strong>, in the House.<\/p>\n<blockquote><p>Through minor adjustments to existing federal programs, the legislation takes steps to better invest in our country\u2019s workforce and creative industries, while empowering the entrepreneurial spirit of artists and encouraging their role as contributors to the small business community. \u00a0~<em>&#8220;<\/em><a href=\"http:\/\/www.americansforthearts.org\/by-program\/reports-and-data\/legislation-policy\/legislative-issue-center\/the-create-act\">The Issue:\u00a0Investing in the Nation&#8217;s Workforce and Creative Economy<\/a>&#8220;<\/p><\/blockquote>\n<p><strong>Please <a href=\"https:\/\/www.votervoice.net\/ARTSUSA\/bills\">track\u00a0these bills<\/a> and be alert to <a href=\"http:\/\/www.americansforthearts.org\/advocate\">advocacy calls-to-action<\/a> by Americans for the Arts. <a href=\"http:\/\/www.americansforthearts.org\">Subscribe to their newsletter<\/a>,\u00a0if you haven&#8217;t already, and be ready to act!<\/strong><\/p>\n<hr \/>\n<p><em>(via <a href=\"http:\/\/www.americansforthearts.org\/by-program\/reports-and-data\/legislation-policy\/legislative-issue-center\/the-create-act\" target=\"_blank\">Americans for the Arts Legislative Issue Center &#8211; The Create Act<\/a>)<\/em><\/p>\n<h3><a href=\"http:\/\/www.americansforthearts.org\/by-program\/reports-and-data\/legislation-policy\/legislative-issue-center\/the-create-act\">THE CREATE ACT<\/a><\/h3>\n<p><span style=\"color: #ff0000;\"><b>The CREATE Act aims to support the people who comprise the creative economy,\u00a0namely artists and creative entrepreneurs, by:<\/b><\/span><\/p>\n<ul>\n<li>Expanding programs at the Small Business Administration (SBA) to increase microloans, business loans, and technical assistance for artists;<\/li>\n<li>Allowing artists to take an income tax deduction of the fair market value of their work when making a charitable contribution; and<\/li>\n<li>Ensuring access to FEMA&#8217;s disaster relief assistance for artists impacted by natural disasters.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><b>The CREATE Act supports creative community development, improving the places each of us call home through provisions including:<\/b><\/span><\/p>\n<ul>\n<li>Requiring the Economic Development Administration (EDA) and U.S. Department of Agriculture&#8217;s Rural Development Administration ensure that traditional economic development tools, such as incubators and grant programs, support the creative economy throughout the country;<\/li>\n<li>Developing a model to promote the creative arts in local economic initiatives, such as cultural district planning; and<\/li>\n<li>Creating an Artist Corps to increase national service through the arts, as called for in the Serve America Act.<\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><b>The CREATE Act seeks to amend and enhance federal regulations surrounding the creative economy by:<\/b><\/span><\/p>\n<ul>\n<li>Modifying the rules to encourage charitable contributions of fractional gifts;<\/li>\n<li>Improving the visa processing time for foreign guest artists and U.S. nonprofit arts organizations;
